I believe it will create jobs. If a 10 million people immigrate and employment among citizens drops by 2 million jobs while 2.1 million immigrants get jobs, then it created jobs.
Unemployment as a percentage of the population or workforce may have risen. Unemployment as an absolute number and as a percentage among citizens will have risen. The standard of living among citizens or the entire population may have fallen. But jobs were created.

Sort of like unemployment compensation creating millions of new jobs according to Nancy Pelosi and other politicians.

AAN data reportedly shows the Senates Gang of Eight immigration bill would add nearly 14,000 new jobs on average in each congressional district over the next decade. The trouble with that stat is that legalizing the stated 10 million will create 22,988 job seekers, instantly. Over 10 years, triple the number of job seekers and we have a deficit if about 55,000 jobs per legislative district.
