I remember driving past Gary, Indiana back in the early 70s before the steel mills closed. The I-Road was nearly impassible due to the smoke from the mills.

It was considered a "blight". Now, it is a memory of productivity and prosperity.

You could not give those homes away. Its not the condition of the homes, or the streets, or the sidewalks, or the buildings that make Gary or Detroit such a hellhole, its the 3rd World people that populate the area and the fact that those 3rd World people are fully protected by the armed might of the Federal leviathan so you can't force them to behave or force them out.
