No ... LOTR battles end with the land of middle earth having a King, or are we reading a different version of the book? A benevolent king, but a king nonetheless.

He's talking about Aragorn. The happy ending involves the restoration of Gondor's ancient royal line. The third volume is called "The Return of the King." There are plenty of examples in LotR of characters obeying a sovereign's orders even when they are disastrously misguided, and this obedience to authority is unambiguously presented as a virtue.
It's possible you're painting every good/evil narrative you're exposed to with the particular politics you believe in
