The only way she could possibly have stopped a rescue was to disallow anyone to 'disturb' his highness...which I doubt.

THEY couldn’t allow a rescue, whatever the plan was, it was already in action as arranged, which is why the POTUS continued with his evening. His highness was intentionally unavailable, no fingerprints.
