Sorry, that is not what he wrote. He made specific references to avoiding permanent alliances and foreign commitments, urging the country to concentrate on its own issues. He and most of the founders understood that there had not been any successful implementations of a republic on the scale that was proposed for the United States. Foreign entanglements were corrosive. He saw first hand during his Presidency how the French ambassador ( a former ally)divided Americans by grossly attempting to manipulate America in becoming involved in European wars. He saw absolutely no reason to form long term European alliances. It was very good advice and served the US well as long as politicians remembered it.
