It is a rhetorical question. Missed putting in the ? mark. The point I wanted to make was that it seems that the loose dogs seemed threatening. In such a situation how would one know if these unknown dogs were dangerous ones or not?

Yes, and from the article he gave the dogs every benefit. He retreated into his garage and stood his ground and it was in his garage that the “invading” dogs were shot.
Shame on his neighbor for not making sure his dogs couldn’t run loose.

If the dogs are running loose, and are advancing on you on your property, you have to assume they are dangerous.
The same policy should be enacted against illegals and other thugs.

You are right. You can not just think because a dog is friendly, they will not bite. I have two English bulldogs, and one of them (Fred)has bitten me before. And while working as a police officer, I had a dog bite me on the back of my leg. The only reason I did not shoot the dog was because of the kids around, and the dog ran after biting me. Here in Tennessee, we have a problem with pet owners not watching their pets. Mine do not go outside unless I am with them. They are never allowed to go into neighbor's yards.

Sounds pretty solid to me.
Why would anyone let their dog run free. One bite and I don’t care if the dog was right or not, you’re in court over it.
