The final goal is Constitutional Carry - no permits, no nothing.

IIRC, that’s what would have happened if they hadn’t passed this bill. Court order to allow carry of some kind had a grace period to work up legislation, and that period was almost up. Legislature was faced with passing this bill or going full-on Constitutional Carry overnight. The veto would have blown their last chance to stop it.

So in a sense, it’s a pity this passed...

Politically, the veto would have been a disaster if it held, even for us. You can overreach and Illinois' liberals aren't ready to swallow CC. We're America's North Korea.

Rep. Kelly Cassidy, D-Chicago, a gun control supporter, said "it is a very safe bet that we will be back" fighting over changes in the new law.

Cassidy noted the new law removes the ability of larger communities to set some of their own gun laws and said she feared gun rights supporters are "going to be back here time after time after time chipping away at all the things that everyone has lauded as the great protections."

Great protections that hold the citizenry as a kind of pet, too dangerous to have full rights. That's Illinois.

Exactly.

They basically deny or just never approve any application.
