After having recorded conversations of 300,000,000 US citizens the NSA suddenly realized that nobody can understand even a single word in Chechen, let alone the code that may be hidden in a seemingly innocuous conversation.

It would only catch him on tape if he tried to apply for a tax break from a right wing's phone # or a conservative christian church.
