It might come close to describing Rand. Rand wants the Congress to “certify that the border is secure” instead of Napalitano certifying it. It SHOULD be the majority of the legislatures and Governors of the four southern border States that determine if their borders are secured.
Forty-six States represented in Congress don’t have to deal with the crime and expense that CA, AZ, NM and TX have to combat as a result of illegals crossing the border.
