across terrain far more difficult and hostile than that between here and Mexico. A complete fencing system has already been passed not once, but twice, and has never been finished (last time due to purposeful fund-shorting courtesy of Kay Bailey Hutchinson). By law those enactments mandate completion of the too-long unfinished border barrier. India's example proves excuses of "it can't be done" are utter BS.
