This could not be an accident. Minimum hiring practices is a National Agency Check which would kick out any prior criminal felony convictions and most misdomeanor ones too.
If that person lied on their application, that would be a prima facia violation of one more too.
Someone had to make a determination to look past those crimes either by volution or by direction.
