As I undersrand, she's not profoundly deaf, but has some hearing dfficulries, and his order to 'get back in yur car' was not clear to her.

Once she thus defied his orders and dissed his authority the beating was inevitable.

Even deaf people know you don’t use your cell phone when you are driving and you don’t walk away from a cop when he’s pulled you over.
