The Illinois House of Representatives on Friday voted overwhelmingly to allow residents to carry concealed guns, taking the state one step closer to joining all others in allowing some form of carrying guns in public.
Illinois is the only state in the nation to ban most people from carrying a concealed gun outside the home. Lawmakers acted on Friday after a federal appeals court in January struck down the ban, saying it violated the right to bear arms enshrined in the U.S. Constitution. The court gave the state six months to pass a new law that would be constitutional.
The National Rifle Association stayed silent on the proposal in order to avoid antagonizing some lawmakers who did not want to be seen voting for a plan backed by the gun lobby.
But if the proposal backed by powerful Illinois House Speaker Michael Madigan becomes law, it would achieve the NRA's longtime goal of ending the Illinois ban and making some form of concealed carry legal in all 50 states.

It becomes automatic because the Circuit Court of Appeals gave the State until the 9th of June to write and pass a Statute that passes Constitutional muster. If they fail to do so all laws in Illinois against carrying concealed become null and void. So at 12:01 AM on 10 June 2013 there will be no laws against concealed carry in Illinois whatsoever.
That’s the ideal situation in my view. No need to ask our “betters” for permission, pay fees, take mandatory training, or anything else.
Like I said, I live in very, very strange State. Hope that clears things up.

Correct, and I *think* Home Rule is what Quinn was referring to the other day when he said (quite "stupidly") that he wanted a law passed that enabled each municipality to pass it's own "conceal/carry" ordinances.
That's just absurd! Imagine legally conceal/carrying in your hometown, but violating some obscure ordinance that you had no way of knowing about the minute you cross municipal borders!

For some reason, he has OPEN carry stuck in his head. My understanding is we'll have conceal/carry by default.

Since only the law against concealed carry we’re found un-Constitutlional only concealed carry will be legal.

Constitutional carry in other states is open or concealed. Load your car up with guns and drive wherever, same thing.
Indiana has carry license but most carry concealed, but possible to open carry. Not sure when open carry is beneficial or advantageous unless one is on property or with a group for a function.
Then there’s each state’s knife laws, restrictions which is more b.s. then slingshots and blowguns and ....more wasted time and money by power mad fools who falsely claim they are making the public safe.
You’re right. A safety course will also be required, on top of the background check and fee.

Um, not strictly true, as I understand it. Posner's decision in Moore invalidated the UUW law (Unauthorized Use of a Weapon), and he did so because it banned virtually all carry outside the home, conceal, open, whatever. What will happen come the deadline is there will be no valid law against any form of carry. Period. That's one of the reasons the anti-gunners are conjuring up images of the "wild west" if a new law isn't passed. Just imagine what people might do if they were actually free. Our "benevolent thug-ocracy" shudders to think of it.

The overwhelming majority of homicides/murders in Chicago happen in two or three neighborhoods. My daily train ride into the city to go to work takes me through one of those neighborhoods. It looks like a war zone (I really should video it one day and post the video.)
Those same two to three area's are overwhelmingly black. Even when school children are murdered as innocent bystanders in those areas, the people who live there DO NOT COOPERATE with the police. They just don't.
There's a "don't snitch to the cops" mentality of out fear of also getting themselves shot, and out of distrust of the police who seemingly can never solve a murder in those neighborhoods. (You and I know of course they can't solve the murder if the neighborhood doesn't produce a few witnesses, but the people who live there don't see it that way.)
So I wouldn't be so sure that the people who live in those war zones are going to start shooting back. They've seemingly been "conditioned" to accept the conditions in which they live and the murdering gang-banging thugs that live within their midst.
