The towns are closely related, here's a tidbit about the one in Texas:

The town was renamed Saginaw in 1882 by Jarvis J. Green, who had lived and worked on Saginaw Street in Pontiac, Michigan. The name Saginaw comes from the Ojibwe language and means "to flow out."

Mosley identified the victim as Tonquinisha McKinley.

Article says it is Saginaw, Michigan. It is from the AP. Maybe someone in TX got mixed up. Or maybe sister cities. Saginaw, TX may be rough town too, but it is not a boarder town so I doubt it comes close to Saginaw. Saginaw is mini Detroit. BTW there is a Saginaw, Alabama too. Of the three the latter likely the best.

Tonquinisha ... like “Tonkin Gulf.” Maybe someone in the family tree was a Vietnam vet.

Its a pretty curious name to be found in such diverse places. What Wiki says about Saginaw Michigan.

The name Saginaw is widely believed to mean “where the Sauk were” in the Ojibwe language, possibly in reference to the Sauk tribe who lived at the mouth of the river. Another possible explanation is that it originated from “Sace-nong” or “Sak-e-nong” (English: Sauk Town) because the Sauk people once lived there, or from Chippewa words meaning ‘place of the outlet’ from “sag” (English: opening), and “ong” (English: place of).

The Tonkin Gulf, another black spot in history where lies were perpetrated to create a justification to send our soldiers to war?

Looks like Saginaw Texas is named after Saginaw Mi. (Originally named Dido)

From Wiki

The town was renamed Saginaw in 1882 by Jarvis J. Green, who had lived and worked on Saginaw Street in Pontiac, Michigan.[1] The name Saginaw comes from the Ojibwe language and means “to flow out.” It is also the name of a river, a bay, and a city in Michigan.

This is a bit confusing for me, as I grew up in Beaumont Tx, —and yes, there is a Saginaw TX——and this article is from the Beaumont Enterprise—which is the Beaumont TX newspaper..............

Then I saw the dress-—and decided to try to forget about the whole thing.......

This . . .

This school had *****4%****** proficiency in 9th grade Social Studies in 2013 compared to 29% statewide

. . . is practically moronic from several different angles .. and if that's for a nonsense area like 'social studies', one can only imagine how hideously depressing the math scores must be !

Judging by the 'names' hung on those kids, English Comp and/or Lit are likely not taught at all.
