A year ago, an Internal Revenue Service internal review concluded that conservative groups seeking tax-exempt status were being excessively targeted by the agency.
The Washington Post reported Tuesday that IRS officials revealed the findings of the internal review to congressional investigators last Monday.
IRS senior technical advisor Nancy Marks led the investigation, the Post reports, under the direction of then-deputy commissioner Steven Miller.

As is, makes it sound as though conservatives were doing something that justified the treatment.

I'm curious how Shulman defended his non-action in light of this disclosure.
That and Mr Schulman's 118 visits to the WH during 2010 and 2011, alone.
And the fact that he hadn't reacted (or answered) 132 different letters from members of the Congress regarding constituents who felt they were being targeted by the IRS.
Shulman tried to claim he was assured it had been stopped and he left it up to the Inspector General to further investigate. It seems obvious that Miller, Lerner, and Shulman had been directed to delay any disclosure until after the election. Congress will be pouring through all of their e-mail to figure out where this directive came from.
I agree with that. It is the only logical conclusion you can reach based on their actions or, really, their in-actions.
The direction surely came by very indirect means from the Obama-Jarrett-Axelrod Axis.

Treasury Dept. counsel who got marching orders from Geithner and the White Hut lawyers would be my guess.

Isn't it strange this IRS review was never 'leaked' to the New York Times?
If the IRS had unfairly targeted Gay Groups, black groups or environments groups the New York Times would have received a 'leak'. And they would have acted on that leak. Anyone wonder why people don't trust the press anymore?
