So basically, every branch of this administration has used their power overtly to bully, threaten, and undercut their political opponents, but we are to believe none of this was coordinated? Just low level bureaucrats?

When the government investigates itself there will always be the same conclusion (not guilty). We have allowed our government to be overtaken by barbarians whose sole purpose is to destroy it. They must be removed.
