Pretty much like all the laws these days. If a conservative breaks the law it’s a terrible crime and he goes to jail after being tried and convicted by the media, then the leftwing legal system. If a liberal breaks the law, we just don’t bother enforcing it. (millions of illegal immigrants, Sandy Berger, the Clintons, New Black Panthers, ... )
