First, I do think there’s a strategy behind what’s going on but won’t bore with it.
It’s just, dag, why on earth would the Sussex dept of land or whatever just, badaboom, send me a letter, a FORM letter, willy-nilly telling me to move my fence? Shouldn’t they check into that sort of thing?
Seems to me this guy showed up with a survey, boom, everyone involved is supposed to move their fence. I got two neighbors or more involved with this. We are ALL upset, of course.
BUT....
...here’s my secret....I talked to BOTH of them on either side of me. Seems to me that one guy once owned the plat of land that includes my neighbor to right and left. MY plat of land was somehow sub-divided from this bigger piece of land.
Both of my neighbors hemmed and hawed when I asked if they had a survey like I had, a signed and certified thing. I don’t know why, but neither of them HAVE a survey of their lot. I have my suspicions, of course.
Anyway....I shall write on Delawarepolitics.net all about it...my council woman reads that column and she’s in touch with me. You must smile, but I was the campaign finance Treasurer for her recent opponent’s campaign.

Which is exactly why we have impeachment.
Because they are overworked and underpaid, or, because it's easier to send you a form letter than argue with the complainant.
If your property was subdivided from a larger piece of land, the original owner may have been required to file a subdivision plat. Check your deed to see if you own, say, Lot 2, XYZ subdivision, or if it is lengthy metes and bounds description. Your neighbors my not have a survey, but that doesn't mean one was never done.
And how about your title insurance company? Can they provide you with any support or guide you where to find such help?
Your crank of a neighbor is following the rules, and the department of land isn't about to waste its time checking him, other than a review of the surveyor's report. The letter from the town is "step one" of the legal process. I suspect your neighbor intends to sue, and has to go through the town in order to perfect his right to sue.
Keep the faith! You bring lots of hope and positive energy to more people than you realize.
