He never could conjure the spirit to comprehend the constitution. Back when support for constitutional freedom necessary for his party to win elections, he spouted the slogans of freedom, but he did not really understand what it meant. Joe is probably only man in Washington who truly beleive Obama is a Christian and not a Muslim Marxist.
Biden would just go on and on and declare victory, and the national media would try to agree. And in DE they would definitely declare Biden the winner.
