AS I understand it, DHS has a 5 year contract with a cap of 1.6 billion rounds to be delivered.
Those orders are not in place.
They just have a contract that reserves their right to order that amount of ammo over 5 years.
I have not seen what they have on order, but SOMEONE is buying all that ammo up.
The shortage is real.
The shortage is real, but the cause of it is
“oh, there’s a shortage of ammo, I need to buy all I can when it gets to the shelf”
