My guess is they were on the Full Monty express getting it all: SSI (for the younger than 18),TANF, SNAP, Section 8, maybe a little UIC for the Pop/Mom when they were there, etc.
Section 8 for that aparment, in that neighborhood is around $2000 a month if not more.
