He was a Russian citizen and they had no legal power to stop him. I think they could request FBI in hope they could arrest and charge him.
Also, Russian criminal code lacks a concept of “conspiracy”. They can’t prosecute one who wasn’t involved in any finished or attempted terror act.
Also exposed sympathizers are valuable sources of intel, as soon as you identified one you can track his on-line activity and phone calls to find other perps and learn their activity including preparation to real terror like Boston bombing.
I guess most of terror acts prevented in Russia in a period of a few last years were foiled this way.

I suspect Terrorist #2’s citizenship date of 9-11-2012 had two factors at play, his date of birth (he had to be 18, no?) and getting him naturalized in time to vote for Obama (there have been some election night pro-bama tweets from Terrorist #2 reposted). Reports indicate Terrorist #2 is 19 now.
