The commander of the Rhode Island Army National Guard 13th Civil Support Team (CST) claims that her two WMD detection experts assigned duty at the Boston Marathon along with WMD troops from the Massachusetts Army National Guard 1st CST were “several blocks” from the finish line at the time of the twin terror bombings, but when those units immediately tried to move into position to respond, troops from both states were forced to stay back after law enforcement denied them access to the scene at the finish line.

New York’s Army National Guard had five CST personnel working at the Boston Marathon. “They were very, very near the blast site; they were in harm’s way. They were able to respond quickly” Representative Michael Grimm said Friday while visiting the unit at Fort Hamilton in Brooklyn, reports the Staten Island Advance.
Another unit was closer and had already responded.
It boggles the mind, doesn't it? They had 10's of thousands of LEO's of all various stripes and flavors marching around Boston...driving around in armoured carriers, with the population completely locked down like a bunch of frightened sheep while they searched for a 19 year old punk!
They just proved that the vast majority of Americans will accept any level of government repression as long as they're told it's for their own good. We also told wannbe terrorists that it's pretty damned easy to shut down a major American city and cause chaos. It all makes me sick.

the north east is America and those pesky southern types and small towns, and Midwest and AK are just are tax payers and that’s it.
Without the Feds exercising some legal override options, it goes like this:
Fed Police have the weakest powers and claims.
State police have the second weakest powers and claims.
County police have the second strongest powers and claims.
Local (City/Town/Incorporated Areas) police have the strongest powers and claims.
National and State Guards wouldn't even be on the 'powers and claims' (poor terminology but you get my meaning from it) radar, UNLESS Martial Law was officially declared.
