How are they supposed to confirm what percentage of crossers they catch?

They find a way to make the numbers look good for them, e. g. catch and release = "deportation."

You’re right. There are big advantages and money for political parties and businesses to ignore U.S. citizens (except to get them to serve in the armed services) and encourage foreigners to get here by any means necessary.
