When Texas Senator John Tower was refused confirmation as George HW Bush’s SecDef, Cheney was put in for Tower and quickly confirmed. Therefore he served during “Reagan’s third term” - as some wanted to call the first Bush Presidency, and during Mrs. Thatcher’s later years. He is a respectful guy, but let’s face it Cheney has a special reason for being there to show respect. The others you mentioned, not so much.
