At qualification range, there is no difference ballistically, particularly in felt recoil, between a .40 cal 180 grain JHP and a similar FMJ.

Cost difference, however, can be quite large.

I was not attempting to justify their policy only explain it. No doubt there are ways to do it more cost effectively but we are talking about the Federal government here.

I had read that somewhere, didn’t know if it was correct, but strange that all the ammo being purchased, and the BP is not getting enough?

The ammo purchases are for deliveries covering 5 years. I doubt there is a shortage. If the BP is short then all of CBP would be short and the CBPO’s are not short as far as I know. I'll know next week as I will be doing this quarters qualifying.
