“Constrained” is clearly a very deliberately chosen word here. He could have stated “limited by” or “obligated to honor”, he chose constrained for a reason ...
We conservatives shy away from recognizing this truth spoken by Obama. He is doing the thieving that about half of our neighbors want him to do. And while Obama lives far away in Washington, and New York Times writers live far away in New York, our neighbors live right next door and down the street.
So it just occurred to Obama that he can’t just rule by executive decree as he would like to? It only took him four years plus to figure it out.

Colorado’s constitution was put into place in 1876, the Constitutional constrains upon them(Which includes a 2nd amendment type clause Article 2 section 13) were put into place by different founders than the rest of us.
As for our Federal founders their constitution is effectively dead as you demonstrated with Obamacare, and aministy.
