Here’s how it works. They pass a law. Normal, law-abiding non-violent people are officially declared “lawbreakers” by the law. The cops arrest the honest people, and the politicians declare that they have arrested so many people, and thus they have solved the problem.

Then the criminal rape, loot, steal and murder the innocent people who were declared “lawbreakers.” The politicians are happy because their original intent was to create a permanent underclass that rises up against honest, law-abiding people.
