Whatever their problem is, it will become US problem. Obama will send military even though he is trying to gut the military here.

I doubt the ammo is sent abroad. Much of it is hollow point which is illegal in war time.I think its meant to be used on us.
My guess is, the ammo buy is part of the stimulus, iow money laundering / campaign contrib quid pro quo, and is also a means to drive up prices in the short term.
