Although Lady Liberty wasn’t hurt in the storm — give credit to Gustave Eiffel for the skeletal design that can withstand hurricane-force winds — Sandy’s tidal surge destroyed the docks, the energy infrastructure and tore up sections of the walkways. Nearly three-quarters of the island was underwater. Damage was also done to the welcoming and departure station in Liberty State Park in Jersey City.

....

Although admission to Liberty and Ellis islands is free, The National Park Services receives a 21 percent commission from the company that operates the concessions and from the ferries that shuttle tourists from New Jersey and New York to the islands.

Yes, free admission but they want you to have a boat experience arriving to the island. There is a bridge for deliveries connecting Liberty State Park to Liberty Island . But who wants free admission through Jersey City.

Sandy was a Hurricane until just before landfall

So it is correct to call the storm Hurricane Sandy.
