In order to get out of the Obamacare mandate, business is turning full time workers into part time labor, and hiring extra part time people to make up for the man-hours. It has the effect of making unemployment go down. The Pie is smaller but the pieces get cut thinner making you have more slices.
Yup....you hit the nail on the head. I’m seeing it at my workplace.
What you describe is true, but it doesn’t show up in the February report, as average hrs/week went up (slightly).
