The U.S. Army chose a quiet community in central Utah as the training ground for Special Forces soldiers needing to develop Jason Bourne-like skills and to learn how to build a resistance movement by infiltrating the town leadership.
With the deeply religious culture present in Manti, Utah and the desert landscape of the area, residents were deemed ideal candidates by the Defense Department to role play with soldiers in the 10th Special Forces as part of a two week training exercise in July on unconventional warfare tactics.
Now that sequestration is in full effect, the Utah mission was called on Thursday to the relief of residents who had feared their community would turn into a scene out of Hunger Games.

Everyone should read the article before they head off down the wrong road, this is a routine training exercise with the town prepared for the exercise and the 30 people who would participate already chosen, but budget cuts have put it off.
“Last fall, officials representing the DOD met with communities across Central Utah, including Sanpete, Sevier, Emery and Carbon counties, to recruit local governments to host the training exercise scheduled for July 2013.
Soldiers develop skills in the training to mobilize foreign guerrilla fighters, like the Allied Forces who recruited French resistance fighters during World War II.
As part of the planned Utah training three teams of 12 soldiers would approach residents, who were respected leaders in business and in the Mormon church, and enlist their help in building a coalition.
A total of 30 citizens would participate in the missions, mainly during the evening hours, in Sanpete and Sevier counties and in Emery-Carbon county.
Over a two week period the plainclothes soldiers would depend on their civilian allies for food, lodging, transportation and supplies.
No live ammunition would be used and no private property would be entered without the owner’s permission, according to the rules of the mission.”

Force Recon was probably doing commando stuff, not Special Forces stuff, Force Recon doesn’t build, train, and lead Guerilla armies.
WSe didn't have a Communist dictator in the Whitehouse trying to disarm the citizens back then. I think there was perhaps a little more trust,

I agree. This is different given the current political scene and the fact they were actually going to use real citizenry in this scenario. It sounds like prep time for martial law implementation.

I think that task was performed by Marine Civic Action Platoons, not Force Recon.

Perhaps further clarification is needed. In 1960, I was stationed on the USS Princeton (LPH-5) in the Marine Detachment. We took on board a Marine Force Recon platoon on their way to Hawaii for low altitude egress from helicopters. They were training for 50’ jumps without rapelling. By the time we reached Hawaii, they were jumping over the railing on the O-2 deck (right below the flight deck) onto the steel hangar deck, without injury!
OK, the story they told us was how they had infiltrated a small town in TN, blew the bridges, cut the phone lines and held everyone prisoner for a week. Scuttlebutt, maybe. But when four Force Recon guys, with a mission to blow a bridge and set up a radio station, got lost; 76 out 85 ships were pulled out of a SEATO operation to find them. As their LT said: “You don’t understand, their mission is to blow a bridge and set up a radio station, they don’t care if the bridge is on an island or Red China.”

Army officials said that utilizing real-life community leaders in their own setting would be more cost effective...

This brought back memories of a tale I heard just after transferring from a line company to hdqts co in SF outfit.
I called one of the guys involved to refresh my memory.
They were on exercise in southern Utah, apparently about
30 men, and got into some trouble with some locals. Bartender told them, 4 soldiers, they ought to leave as some local guy at other end of bar had a pistol and was getting mad about their present. He followed them outside and they took away his pistol and missed it up. They left, in a jeep, and the guy csught up with them in about 15 minutes and shot at them with a shotgun until empty. Fight and guy is worked over pretty good and left. Cops or sheriff’s deputy gets soldiers. Major gets soldiers out
of trouble. This was in 1964.
