Whistle Blower Advocacy groups like the Washington D.C. based Government Accountability Project (GAP) say that that the Obama administration, who has prosecuted more federal employees under the World War I era espionage act for leaking information to the press, could use this rule to further intimidate federal workers from stepping forward with claims of misconduct in the government. Thereby shutting off any further leakage on the likes of, oh, say, "Operation Fast & Furious".

It sounds to me that this is intended to go well beyond just whistle blowing. The One might want to purge those that are not loyal to him and only him. This paves the way for a quick and easy transition to his personal Schutzstaffeln (SS). This makes it easy to install his own people in every position of “national security.”
