THC that has been absorbed by fat cells is released into the blood over time (some of which is reabsorbed into fat cells). That which is released into the blood from fat cells affects those neuroreceptors that bind to THC.

There is no evidence that this slowly released THC causes any impairment; you might as well worry about getting high from a poppy-seed bagel.
