Maybe they smuggled a few hundred pounds of disguised explosive in and detonated it at an opportune time/place to cause a some mass casualty or secondary detonation(s). Do a lot of damage and contamination without blowing the roof off...

Plus, I might add, it would probably be considerably lower in amplitude than the Richter 4+ quakes that are commonly posted on "earthquake" sites...
One would have to examine the actual seismic data from nearby seismometers to find such an event -- and, even then, it could be masked by small remnants of seismic activity somewhere else in the world.
