I’m not so sure it’s still a Chocolate City as ole Ray exclaimed.....Seems like I recently (last two years) seen more than one Louisiana License tag on cars belonging to refugees from there that never left. I’m sure Texas and other surrounding states are still benefited with their presence too.

I was there just a couple of weeks ago and it's become a lot nicer than pre-Katrina, albeit at the expense of Holder's people now populating Texas in greater numbers. It's not just the Quarter -- even Canal Street and the CBD are less thuggish nowadays.
