That is the goal, make law abiding citizens afraid they are breaking the law. Ignoring this claptrap is no worse than driving through a red light in the middle of the nigh at a deserted intersection. No harm is done. There is no witness and there is no infraction.

Red light cameras put a stop to that years ago around here. All under the guise it was only to monitor traffic conditions, but now is a big money maker issuing $200-$300 fines for running yellow/red lights.
