I think the answer is simpler. He was the gun *procurer* for the organization. So I suspect that he was dealing with a shady character who decided to rip him off, or had tried to sell him an illegal or stolen gun that he had refused and threatened to report.

An important clue is that the police are refusing to say what kind of bullet killed him.
