peter admitted the Congress is only commited by other laws to vote out $27 billion or thereabouts.

Actually, this would be a good time to call shoreline development to a big screeching halt.

Just don't rebuild the infrastructure ~ people who want to live on the shore should learn how to provide for their own stuff ~ just like they did in the good old days.
