I would imagine they are exempt also, due to their Political compliance.
Only our trading partners to the East and North will be harassed

Surely this will apply to all those vehicles coming over the border from our great neighbors to the south as well.

Several years ago our sister-in-law (a liberal environmental lawyer in DC) was bragging how they got Albuquerque to pass an emissions test requirement for all vehicles registered in the county. She stated it would remove almost all the smog in the city. When I asked what about the 40% of the population that lives outside the county that drives up to 40 miles each way every day to go to work in Albuquerque, shouldn't they also undergo the testing? She said no, because they live outside the county. Yet they add tons of matter to the air every day I said. She said it doesn't matter.

End result, Albuquerque still looks like LA, no change, yet thousands of people have to pay good money every year for nothing. Big waste.
