I am close to someone with depression, and it has been mostly under control with medication, but they would acknowledge that they shouldn’t be leading people into battle. The top brass made the right call, and now that he’s been rejected, he’s trying to make this about religion.

25 years ago I knew of a young man who attended the rigorous USN nuclear training school, several years in length and in Connecticut (I think) - graduated - reported to his first assignment and then claimed to be a conscientious objector and eventually became a college professor in Chicago. Uncle Sam paid for the best part of his education for nothing.
