They’re going to have to shut off the meters building by building individually before putting the main power back on, and require each building to get an inspector’s okay before switching back. It could take months.

That's exactly the issue. The job is enormous, thousands of buildings, subway stations, houses, switches, signals etc that need to be inspected. The out of state crews did help a great deal on line repair, but certification is going to have to be done locally by the same people responsible for any F’ups. Much as I hate bureaucracy, sometimes things need to go through the process, don’t need buildings with hundreds or thousands of people in them going up in flames in the middle of the night.
