Remember that we are dealing with a third world nation where “unlawful” doesn't mean the same thing as it does in the first or second world.

In almost every third world nation anything that has access to arms is a government sponsored entity of some sort. The fact that these “militia” groups were so heavily armed indicates that they had significant government support/sponsorship. The nicest thing that i will say about these “militia” groups is they allow the existing governemnt system to run politically deniable operations with impunity. That being based on reading many works on Islam for the past going on thirty years or so, including of course some of the works by the renown Edward Sells.
