This is enough to drive a person insane.
My only daughter has blessed me with 3 wonderful grandchildren. Had ANYONE sterilized my daughter at age 15, without my knowledge and permission, I flat guarantee that I would be in prison, at the very least.
I cannot see too many 15year old girls signing up to be voluntarly sterilised, but that isn’t the point really.

A 15 year old girl cannot drink a beer but she can be sterilised.? Without parental consent?
