This is also aided by the fact that Virginia is the only state that requires SSNs to register to vote: they were grandfathered in under Federal law.

Welcome to the Commonwealth! If you stay here you’ll look back and think it was one the best things you ever did. It ain’t perfect but its a nice and quirky place.

Even with virtually perfect file maintenance you should end up with near to 3,000,000 dead registered voters per year.

The reason is we have just over 300,000,000 people. If they can all live as long as 100 years, that give you about 3,000,000 dead guys per year. Presuming they are mostly adults, and registered to vote, that's what you'd have.

The real issue isn't about how many registered voters end up dead by election day each year, but how many are kept registered year after year after year.

In the Russian Empire, before the emancipation of the serfs in 1861, landowners were entitled to own serfs to farm their land. Serfs were for most purposes considered the property of the landowner, and could be bought, sold or mortgaged, as any other chattel. To count serfs (and people in general), the measure word “soul” was used: e.g., “six souls of serfs”. The plot of the novel relies on “dead souls” (i.e., “dead serfs”) which are still accounted for in property registers.

Chichikov’s macabre mission to acquire “dead souls” is actually just another complicated scheme to inflate his social standing. He hopes to collect the legal ownership rights to dead serfs as a way of inflating his apparent wealth and power. Once he acquires enough dead souls, he will retire to a large farm and take out an enormous loan against them, finally acquiring the great wealth he desires.

I’m surprised Holder hasn’t sued to have this stopped.

If he finds out those dead people are here illegally, he'll spare no expense defending their voting rights.

Just abandoning PA. Franklin County, VA - here we come - VA’s 5th Cong. District.

I’ll keep the PA Ping List until I find someone else to take over. It’s really not a big job.

I have no official capacity here; on the other hand, free people do step up without having to be asked until the official person comes forward. In a free society, this does not get you ticketed/jailed/fined. Nor your dog shot.
