I can only imagine the reasons a heavily Democratic state would have such an illogical, irrational, anti-business program: Free allowances will go to political friends, while political enemies - conservatives - will be driven out of business or out of the state.
The problem with this is that once the enemies are gone they will resort to attacking each other.

Since CO2 is really only a tiny component in the concentration of “greenhouse” gasses, and “Climate Change” is a result of the “greenhouse effect”, will legislation be enacted that cuts off the main source of climate changing greenhouse gasses? That would be Water Vapor, or H20 gas, which is between 3000% to 4000% higher in the atmosphere than CO2.
To prevent adding this deadly greenhouse gas pollution to our environment, I recommend shutting down all water (H20) distribution systems; canals, aqueducts, pipelines, dams, reservoirs, etc. And as a final and ultimate solution, close the Pacific Ocean. Thank you.
