California weighs giving away more CO2 permits (to stem 'leakage' of businesses fleeing state)

Aug 1 (Reuters Point Carbon) - In an effort to dissuade companies in key industries facing new carbon costs from leaving the state, California is considering giving them millions of dollars worth of additional free greenhouse gas allowances, state's air regulator said on Monday.

California's cap-and-trade program seeks to emulate tactics used in the European Union and Australia to address emission "leakage" - a term describing the exodus of employers from a state or country in order to sidestep environmental costs.

The California Air Resources Board (ARB), the regulator of the forthcoming program, held a workshop in Sacramento on Monday where it discussed plans to give away more free permits to prevent leakage in "trade-exposed" industries like cement production, oil refining and food processing.

Over the first three allowance auctions, which begin in November, the state will sell 48.9 million allowances and give away 53.8 million allowances, according to ARB.

Any company deemed to have either a high, medium or low risk of leaving the state will receive all the allowances they need to comply with the program during the first two-year compliance period, from 2013-2014, rather than have to buy the permits at regular auctions.

But those in the low and medium risk groups are currently scheduled to see their allotment of free allowances start to decline in 2015 by as much as half.

ARB officials on Monday said they are conducting studies examining the leakage risk of companies based on their historical energy costs and trade flows.

Any change to the regulation won't come quickly, however. The results of the studies are not expected until late 2013 at the earliest.

Those who are truly vested in the future of this state are stuck paying for it.. for now..

Pffffttttt, you are trying to convince us now CA is getting serious about losing private businesses?

Instead of a blanket waiver or complete rescind of the job-killing bills, it is a business by business issued permit?

If we closed all the leftist MEDICAL MARIJUANA SHOPS these lawmakers all frequent before writing ENVIRONMENTAL LEGISLATION we would not only cut down on CO2 emissions we would not have the LEGISLATION in the first place.

So instead of bidding on carbon permits, businesses will have to continue bidding on Democratic politicians to see who gets the exemptions.

What's the current price of a California state representative on eBay? Or do they advertise by the hour on craigslist?

I can only imagine the reasons a heavily Democratic state would have such an illogical, irrational, anti-business program: Free allowances will go to political friends, while political enemies - conservatives - will be driven out of business or out of the state.

The problem with this is that once the enemies are gone they will resort to attacking each other.

Since CO2 is really only a tiny component in the concentration of “greenhouse” gasses, and “Climate Change” is a result of the “greenhouse effect”, will legislation be enacted that cuts off the main source of climate changing greenhouse gasses? That would be Water Vapor, or H20 gas, which is between 3000% to 4000% higher in the atmosphere than CO2.

To prevent adding this deadly greenhouse gas pollution to our environment, I recommend shutting down all water (H20) distribution systems; canals, aqueducts, pipelines, dams, reservoirs, etc. And as a final and ultimate solution, close the Pacific Ocean. Thank you.
