I do believe Virginia has a bit of history going it alone.
Washington, Madison, Robert E. Lee - I could go on.

While VA does have a very proud history it is also happens to be one of the biggest recipients of the boodle. Its also very royalist in its politics and culture. And frankly I just don’t see the compelling economic or cultural argument for VA that exists elsewhere.
One strategy does not necessarily negate all others.
