Off the health care topic, but along the same lines on how one could use the law to backfire on the Democrats:

It's not often you can hear a guy who is funny, passionate, intellectual, ultimate fighter fan, articulate, obsessed with the constitution, still says goodnight to his deceased dogs and can righteously rant about the Supreme Court ignoring his own argument in the case.

I believe Obama’s entire motivation is twofold. To get the illegal vote and create ANY diversion from the crap economy.
The more interesting question is not about sanctuary cities, but about what other state laws could be overturned using this logic.
For instance, it seems to me that the Fed has complete control over what drugs are considered legal via the FDA.
So it seems to me that it would be extremely easy to overthrow all the state medical marijuana laws. If fact, all state drug laws could be overturned on the basis that they have different penalties than the Fed laws.
