Section 401 -
Directs the President to report to the appropriate congressional committees concerning measures taken to reduce U.S. drug demand.
Section 402 -
Directs the Attorney General to: (1) expand resources for the Project Gunrunner initiative of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) to identify, investigate, and prosecute firearms trafficking across the U.S.- Mexico border; and (2) provide ATF agents, equipment, and training to assist Mexican law enforcement officers in combating firearms trafficking and other criminal enterprises. Authorizes FY2008-FY2010 appropriations.

Directs the President to report to the appropriate congressional committees regarding measures taken to stop the flow of illegal precursor chemicals and bulk cash into Mexico
I read the appropriate sections (most of the bill), and there’s nothing in there comparable to what Gunwalker/F&F ultimately became. Obama and crew took a program that was meant to help the state of Mexico fight the cartels and drug trafficing, and ramped it up to include allowing guns to illegally move into Mexico in order to buttress their unproven claims that 90% of them come from the US. This way, they could then (in their mind) justify more stringent gun control legislation. They committed a crime.
